Citizen Guide for Virtual Attendance at Tillamook County Community Development Hearings & Meetings
Due to Governor Brown’s Order limiting the number of persons allowed for public gatherings and to adhere to social distancing requirements, the courthouse is not accessible to the public for land use hearing proceedings at this time. All hearings are currently taking place virtually and are livestreamed to ensure the public is able to participate.
Livestream Option
Planning Commission Hearings Only. The hearings can be accessed via teleconference, attended via Microsoft Teams meetings and by live video through Jane Scott Production website at tctvonline.com.
- Virtual watch and listen only.
- No option to provide testimony.
- 30 second delay between hearing activities and livestream.
Virtual Hearing & Meeting Attendance

- Microsoft Teams App must be installed on device for virtual meeting access.
- Apple and other devices may install the app differently.
- Download Microsoft Teams app a day or two in advance and become familiar with program operation prior to the hearing.
- Locate camera, speakers, mute function, share screen function, etc. if desired in preparation for hearing participation.
- Please keep microphone muted upon entering the hearing and do not unmute unless called upon to speak.
Teleconference Hearing

- Callers are muted upon teleconference entry to the land use hearing.
- Please keep phone muted upon entering the hearing and do not unmute unless called upon to speak.
- To unmute, press *6 and wait a few seconds for unmute function to complete change.
- Please keep talking and background noise to a minimum to ensure all participants can listen to the hearing proceedings free of noise interruptions.
Use of Multiple Devices During Hearing
- Use of multiple devices in one room or household for hearing and meeting attendance is not recommended. Noise issues can occur causing feedback and limiting all participant abilities to clearly listen to hearing proceedings.
- Select one device to ensure optimal audio abilities for yourself and all participants.
- If testifying, please select choose either virtual hearing attendance or teleconference hearing attendance option.

- Follow posted calendar dates for written testimony submittal opportunities if the hearing is ongoing.
- Review additional written testimony received during the open comment periods.
- Review hearing packets and agendas if hearing process is ongoing.
- Review Notice of Decision and remain informed on appeal dates.
